Idiom: move the goalposts

A/ Have you signed the contract?

B/ Almost. The other guys MOVED THE GOALPOSTS and said they wanted more money.

If you move the goalposts, you change the rules while someone is trying to do something in order to make it more difficult for them. The idiom comes from football.
